Well, you were the one who wrote that he was certified !   Perhaps you 
should choose your words with more care if you want to avoid 
misunderstanding.  Officially declared insane is probably the uppermost 
meaning of "certified" in everyday British English.  But I guess you are 
probably USAan ...
