You can apply to subscribe to the list by going to their web site at

Subscriptions are open to people who can prove they are academics with
an academic interest in South Asian studies. It used to be that applying
to subscribe resulted in being asked for a copy of the applicant's CV.
The list used to be more open, but it was almost shut down owing to a
lot of flame wars that started up over political topics. Since the main
participants in these flame wars were non-Indologists, the management of
the list decided to pose restrictions on who could subscribe. The list
has been very civilized ever since. It is a good source of valuable
information for people working in some aspect of South Asian studies.
