 The most difficult one is when you have two persons against each
other. There are many examples of that kind of cases. In that
kind there is no justification for a choice, so you have to flip
a coin.

Flip a coin, or choose not to choose. Maybe choose not to be a
busybody. That is also an action, usually based on the reality
that one can or could do nothing to resolve the dilemma or
improve matters.
