To put it mildly. 

"Rather perish than hate and fear, and twice rather perish than make oneself hated and feared -- this must someday become the highest maxim for every single commonwealth too."  (emphasis in original) Nietzsche spells out again and again what he means by the Will to Power -- a self-overcoming, a revaluation of values. Check out his long description of the concept in Thus Spoke Zarathustra, in the section "On the Thousand and One Goals".
